With a switch-off, an electrical equipment, e.g. a ceiling light, can be switched on and off (only) by one switching point. It makes sense to switch them off, e.g. in small rooms such as toilets and pantries. In order to enable subsequent expansion, however, changeover switches are often used even in such situations.
